The Hours Reality Check
Per the CHP Unit 12 MOU, overtime is paid at 1.5× the base hourly rate (base pay ÷ 2,080 hours × 1.5) for all hours beyond 40 per week. Using each officer's actual base pay, how many hours per week would they need to work? There are 168 hours in a week.
Gray = standard 40-hour work week. Amber/red = estimated overtime hours calculated from each officer's base pay at 1.5× per Unit 12 MOU Art. 7.8. Reference lines show physical thresholds. CalHR policy prohibits fixed schedules exceeding 40 hrs/week — 12-hour shifts require emergency authorization.
How to read this: A 40-hour bar means a normal work week. An 80-hour bar means the equivalent of working two full-time jobs. The white line at 60 hours marks the federal maximum the FMCSA allows for commercial truck drivers — a limit CHP officers enforce on California highways. The top earner on this list would need to work approximately 101.2 hours every week to earn their reported overtime — that's 60% of every hour in a week, leaving 66.8 hours for sleep, eating, commuting, and everything else — for 52 straight weeks.

Illustrative Staffing Equivalency
The $67.3 million spent on overtime for the top 1,000 CHP earners in 2024 is equivalent to fully funding and equipping approximately 336 new, full-time officers (at an estimated $200,000 per officer including salary, benefits, pension contributions, and equipment). This is an illustrative comparison — actual hiring involves academy throughput, geographic constraints, and lead times. However, it raises a direct question: if overtime reflects staffing shortages, are recruitment and retention efforts scaled to match?
What This Data Cannot Tell You
Payroll records show compensation, not verified shift logs. Annual totals do not show exact daily schedules — an officer's hours may be concentrated during emergencies, deployments, or special events rather than evenly distributed. High compensation alone does not prove misconduct. Some overtime may reflect staffing shortages, reimbursable assignments, or operational surge periods. These estimates assume hours distributed evenly across 52 weeks and are calculated using the Unit 12 MOU formula (1.5× base hourly rate).

Methodology & Data Notes
Data Source
All compensation data is sourced from TransparentCalifornia.com, which obtains records from the California State Controller's Office. This is public payroll data published under state transparency requirements.
What Each Column Means
Base Pay: Regular salary for the position. Overtime: All overtime compensation. Other Pay: Bonuses, incentive pay, stipends, uniform allowances, and other non-base compensation. Benefits: Employer contributions to health insurance, retirement, and other benefit programs. Total: Sum of all categories.
How Flags Are Defined
Flags are algorithmic, not editorial. "OT > Base" means overtime pay exceeds base salary. "OT > 150%" means overtime exceeds 150% of base pay. "OT > $100K/$200K" are absolute thresholds. Flags identify statistical outliers — they do not allege misconduct.
Hours Estimation
Overtime hours are calculated using each officer's individual base pay and the CHP Unit 12 MOU (CAHP/CalHR) overtime rate: 1.5× the base hourly rate (base pay ÷ 2,080 standard annual hours × 1.5) for all hours worked beyond 40 per week. CalHR policy prohibits fixed schedules exceeding 40 hours/week; 12-hour shifts are only authorized under emergency or tactical alert. Weekly hours are calculated as overtime hours ÷ 52 + 40.
Known Limitations
This dataset contains the top 1,000 earners from the "Highway Patrol" search of state payroll records. The full CHP workforce is larger (~11,000+). Names and titles may contain minor spelling inconsistencies from the source data. Office/station assignment is not included in this dataset. Compensation data alone does not establish misconduct.
